I haven't been there myself. However, from the many stories, the Highway Dept seems to take a very very dim view of visitation. There is a gate, but I think it may not be in one piece anymore. the MOST IMPORTANT thing is that the city sometimes flushes the cave and floods it completely. (thus the dim view of visitation) Knowing when the next flush is is very very important.
