Who to contact for NSS Conservation Grants?

I've been trying for two weeks to get in touch with someone who can help me apply for a NSS conservation grant. The person listed on the NSS web page is no longer working on grants, and he suggested I contact two other people. I have not heard back from anyone on how to actually apply for a grant. Do any of you have any idea how to get a NSS conservation grant, or is that program simply dead? This is also a fast-track project and I'm wondering if I should even bother with this or just ask other organizations for funding.
