These types of government agency decisions explain why our country is in such a mess. This also shows how a minority group (the CBD)
flexes it's lawyer power over government agencies. Pitiful.

It's a way to get cave locations without having to work with the Grottos.

"You're applying for which cave??? We don't have any information on that cave. Do you have a location and description? Thank you!!! Unfortunately, we can't give out a permit to a cave that hasn't been checked for a bat population."
Caves are rare and precious things. Cavers...even more so. Treat each accordingly.
