Not at all. The two exemptions are:

1. to conduct WNS research;

2. If you are a member of the NSS or CRF

For the second exemption, any request that is consistent with the activities of the NSS or CRF national Memoranda of Understanding is acceptable. Read the full NSS MOU here:
