I would like to suggest that the CBD be allowed to pick one person per state to solicit for their funding, and one day per agency per state per year they are allowed to criticize.
One cave per state? When you have 6400 of them, and about two dozen private show cave businesses, who decides?
I can't even wrap my mind around picking "one" wild cave to run over several tens of thousands of visitors per year through. Remind me...these people are somehow related to conservation?
