Little known bills that get forgotten like this can often end up as completely irrelevant riders on larger more important legislation, tricky little tactic they came up with back in the 1800's to get around presidential vetoes and stalling by whichever party was the minority.
That is precisely how our government has grown into the money hungry giant it is now. Spend, spend, spend on anything and everything they can dream up.
Too bad the politicians don't spend more time finding out the facts before they knee jerk new bills into existence.
That includes screwing up caving and who knows what else.
