FYI, it looks like the update was on 3/30/2014.

I wonder if units purchased past this date would have version 2.2?

Check it! From DistoX2 Update Manual:

Check the versions of the hardware and firmware on your Disto:
- If needed, press CLR to switch off the Laser.
- Press the FUNC key twice to show the versions.
The actual firmware version is 2.2. It runs on the hardware versions 0.9 and 1.0.
An update from 2.1 to 2.2 does not change the measurement store and the user preferences.

Can this updater EXE be run on a Bluetooth-capable Windows 7 PC with the .Net framework installed?

It worked for me from a Windows 8 tablet running the .net framework, so it should work from Windows 7. The only trick is following the included instructions to get the Disto itself into update mode (i.e. turning it on while holding the plus and minus buttons). The update took about 5 secs.
