Rappel Rack Setup

Hello All,

I ordered and received today a new 14" rack. It is a SMC NFPA model, I have had several racks before and seen many used, this one came assembled with the aluminum bar on top, and the ss hyper bar one BELOW it, then the remaining ss bars below that. While I can fix this in a second,,, I have to wonder if this was just a mistake assembling, or perhaps a suggested way to use. I've never used one this way before and tend to think it can only pull apart bars from the aluminum one when locking off!!

Has anyone seen this setup before? And if so, what is the thinking?

My guess is it was an assembly mistake. SMC does not show it that way on their website: http://smcgear.net/nfpa-flat-6-bar-rappel-rack.html

The way it came should work. May not be ideal, but it wouldn't really hurt anything. Personal preference really.
