I have not had a problem with either my Spark 460NW or my Zebralight H60 rotating. I use both in the original holder with head band, just under my hard mounted Fenix HP10, and secure the light with a small diameter bungie. The bungie holds it snugly in place and is tight enough to keep the light from rotating unless I want it to.
