WV karst vs. Sewer treatment plant

I've been hearing some rumblings (3rd and 4th hand accounts) about Tom Shipley's land in Pocahontas County, WV. Something about the county wants to put a sewer treatment plant on or near his land. Snowshoe Ski Resort may have their wallets behind the scene pushing the issue. I heard it could impact Sharpe's Cave.

Any of my detail close? John T, George, Jep, anyone?
