Does anyone know how to get two maps, one of -projection plan and the other of -projection [elevation 0] to export in one pdf file?

PDF export

"Exporting" to PDF requires depends on how the program is choosing to write the appropriate APIs. I do not know if or how Therion may do this, but to get around such limitations I often "print" to a PDF, then depending upon how the program supports printing, you can merge the print images into a single file. But, this will require Adobe Acrobat writer, which is not free. A caveat about this is that the resolution of printed images (versus an "export" function) is constructed from striped raster images driven through the print spooler. This is fine for most purposes (printing, distribution, etc.), but causes issues if the desire is to import into another program that uses raster images.

Use a program such as Pagemaker, InDesign, Ventura, CorelDraw, Illustrator (new version or with plug in) which supports multiple page documents. Then export.

OR export as .pdf from any program, open Adobe Acrobat writer/Document/Insert Pages.
